you can choose one item ,add to cart ,then checkout...in end page ,you choose "pay via moneybookers",it show the bussiness deal successfully..but can not lead to moneybookers.com

Unfortunately, it seems you ignored this statement in the readme file before installing the new version ...

"IMPORTANT!
If upgrading from a version predating V3.0.0, completely remove the installed version before overwriting with files from this version.  THIS IS CRITICAL
"


You have to disable and remove the moneybookers module from your immediately and clean out moneybookers related items your database.

You can try the following ...

1. Log into your zencart admin
2. Go to the payment modules section and click the button to remove the Moneybookers module
3. Install the old version (2.1.0)
4. Click the button to remove this version
5. Install the new version (3.1.3)

If it works, then we can start again.  If not, you will need to get someone to log into your database and manually delete the offending stuff for you.

You really should follow some basic steps like heeding readme files before installing things.

yeah,I had removed all files of old version,and then in to my database ,look for the table about moneybookers,but  I could not get it....Now I use the FTP software to upload the new version 3.13 ........
                But FTP seem some issue, So sad..Maybe I may upload it tomorrow .If issue as before,I will contact you again..but  now l am tired ,need go to sleep.Good night ,Dayo. Thanks for your help tonight.

What you described as doing bears no relation to the detailed steps I outlined for you to follow.

Coupled with the failure to read and follow the install instructions in the first place, I think I better give this one up as a lost cause.
